I tested with 2.126.927.0 64-bit (February 2024) and 2.124.2028.0 64-bit (December 2023) , it is normally in December version . I have submitted this issue to ICM , I will come back with updates if there is any progress .

According to my research, a similar issue has been reported internally, so stay tuned. ICM: 279388210
In the latest update of this ICM, the engineers have found the issue is related to the WebView2 browser crashing and are working to find the root cause of this issue.
I will update here once I get any information.
But if you want to get a solution for this kind of desktop problem based on your specific situation as soon as possible, I suggest you to open a support ticket to get the direct help from the technical support team of Microsoft.

We found similar cases reported by other colleagues internally. They have reported the issue and submitted it to the internal icm platform, No: 346379883.
Engineers will do their best to resolve the issue. I will update you here if there is any progress , please be patient.
Tested workaround : In Power BI Service edit mode untoggle title and retoggle title and save the report then we can pin the tile to dashboard.

The issue has been reported to ICM and the PG team is verifying the issue, the October version is now displaying the Formula bar properly. It is recommended to use the October version for the time being, and upgrade to the November version after it fixes this issue.

Update:
The issue is already fixed in all regions and clusters. A fix on this issue will be available around the mid-September release.
As a workaround for Power BI Dekstop for now, Customers can add the ID column back to the select statement within the M Query if customers are using ID column in "Table.SelectColumns" - Customers can remove the ID column within the M Query if customers are using ID column in "Table.RemoveColumns"
