RLS is not working for users when they have admin access. This is by design.
You can see if the following link on how to create a manager level RLS is useful to you. (Again, a user with RLS cannot also have edit permissions)

According to the information you provided, the error found is "Could not resolve QueryDefinition due to invalid SourceEntity reference '<ccon>[content removed]</ccon>'. This error often happens after the Entity was renamed or deleted. Please update the query/visual to use the new name or undo the name change. - Source: 'User'“
There should be a query name or table name change, resulting in an invalid query error. Please republish the report to the service and reconfigure the gateway and other settings.

I tested the scenario you described , it is normally in my Service . I don't know if the scene I've restored is the same as the one you described , If I tested it without problems, you can delete the report, clear your browser cache, and re-upload the report.

I think it is a by default feature and you can't remove it. You can suggest your ideas here Ideas (powerbi.com), similar to "adding a setting to disable the save option".

In fact, I don't understand what is the point of your quick visual switch ? If we need to change the visual title , we change the content in title and confirm it in visual . We won't be able to verify that the title change is in effect by quickly switching visuals.

After investigating , it is acknowledged as an issue. We have reported the issue and submitted it to the internal icm platform, No:344820703.
The fix will deployed in the Nov. version Desktop. You can update to Nov. version.

I did a test, I manually refreshed in office version, the refresh was completed normally and did not appear as you said "Spinning Dots" are not disappearing when the refresh complete on the Office version.

So what you are saying is that when the time in your script is correct and your local machine is in a UTC+01 timezone or above , you will get a correct result . Or the date in slicer is incorrect , right ?
