In my opinion, if you want to get a solution for this kind of dataflow problem as soon as possible based on your specific situation, I suggest you to open a support ticket to get direct help from the technical support team of Microsoft to have a remote session them to help you to make sure if this is an issue existing in the Power BI.

Simliar issue has been submited internal(ICM: 277929656) and here is the information from PG team:
The refresh operation throttled by Power BI Premium is a known issue as documented Troubleshooting refresh scenarios - Power BI | Microsoft Docs. The engineering team is actively working on this including and not limited to adding resources and improving resource governance.

According to the reply from product team, Format strings always interpret comma (,) as the thousand separator. Escaped apostrophe (') is simply treated as a character literal. Since your intention is to change the thousand separator to apostrophe ('), you should not change the format string, but change the region setting to a region that uses apostrophe as the thousand separator such as Switzerland. This document supported-languages countries regions describes how to change region settings in Power BI Desktop. Please note that changing region settings only affects future new models but won't affect existing models.

May I know whether there are some null values in these columns in your data source? If you untick 'blank' for 'statecode_display' and 'statuscode_display' column or sort these columns by decending , will you see those nonblank values in these columns?

Would you like to try to simply select the tables in the connection setting page instead of using the native SQL statement to query the data source to check if the problem can disappear?
