We have an existing dataflow that has worked for weeks that stopped refreshing . In the past we have had to delete the workspace and redeploy the dataflows in it to get it working
I think it is probably related to premium workload settings.
You can refer to the following link to know the resource setting of premium capacity and ask the admin to check if your resource exceeds the limit/settings.
