When you click Show Data in a Waterfall visual that has uses a Breakdown field, the data shown is incorrect.
Here is a simplistic data model -- I encourage you to recreate the issue yourself:

2017 | A | 1 |
2017 | B | 2 |
2018 | A | 3 |
2018 | B | 4 |
When you build a waterfall and click Show Data, you'll see the following:
The waterfall itself is correct, but the table at the bottom is not.
Note that the first column (A) is actually the total of each year, and the second column (B) is actually the first value (A) -- i.e., all values are shifted by one column. This is not so easy to notice with very few columns, but when there are many columns, it's obvious.
This is the same in all the waterfall charts in our reports.
This is a serious issue that makes users distrust Power BI.
