Users no longer able to refresh dataset on demand

I have a dataset published with appropriate credentials.  Prior to today, other users with admin rights to the workspace were able to refresh the dataset on demand.  Now, anyone other than me gets this error:

Anyone with admin rights should be able to refresh a dataset as was previously the case.

The issue has been reported internally: CRI 107860631. Will update here once I get any information.
