I have a a power bi user that has a pro licence but they can't publish to a workspace that I created and made them an admin of. They get they attached message.
Anyone have any idea how to resolve?
Please suggest the user access Power BI service then go to desired workspace, click on Get Data -> Files to publish the report.
Also please contact your admin and let them go to Office 365 admin portal, check if the user has Power BI pro license and this Power BI pro license is valid in your subscription.

One of my users has the same issue, he is getting the same error message as twg3145
Tried to remove the Pro license and re-assign => didn't work
Created a new workspace, made the user admin = > didn't work
