Unable to add PBIRS to Power BI Desktop RS

Whenever I try to add a Power BI Report Server in Power BI Desktop RS, I get the infuriating error "Unexpected error encountered." Has anyone run into this?

When I try and open a report directly from the server, I receive the following:

Will you get same issue if you open other files in your Report Server?

Have you ever checked the status of your Report Server? Is it running normally?

We get no error opening the files on our report server itself. The desktop app is the issue. If we open in the desktop app from the web ui, we get the issue above. We can also not save directly to the report server. We can create reports in the desktop app, but saving them to the server does not work unless we manually upload them outside of the desktop app.
