Unable To Start Power BI Desktop (We weren't able to create an empty database in the model.)

I have a user running windows 7 sp1 64 bit OS with all the current updates etc. I tried installing Power BI to her computer and the error shown below was given after launching the application for the very first time.

So far I have tried the following:

• Installed the latest version of power bi to date (10/5/2017)
• Installed the 64 and 32 bit versions. 
• Installed a version from March 2016 | 64 bit
• Restarted the computer after each installtion. 
• All result with the same error.

At this point I can conclude that just her computer alone is what is causing this issue becasue I have now installed and ran successfully on others with the same settings and programs/updates etc. I have already scowered every forum I could find on this and there is only one post saying to get the newest verion. Any tips or suggestions are welcomed.

Our anit-virus was blocking the application from writing the data to appdata local. After this was disabled the application opened right away. This is resolved.
