Here is the incident detail. I am reporting this as a bug because I can create a report from the dataset with the exact same table visual and it works OK. See no reason why the fault below should happen.

I should have mentioned, the report with the fault including the model were created in Power BI desktop and work fine. 
The test I did to create a report from the dataset was in the Power BI service.

Don't understand why PBI desktop works ok and a newly created report in the PBI service also work ok.

Hi Robert,

The error message described two different paths from dimension to facts. In the model is star schema with multiple dimensions and facts. One of the paths had a relationship that was bi-directional. I changed this to being single direction and that cleared the fault. In the past PBI desktop has identified circular references and prevented active relationships being created that would cause a conflict so I never had to worry. This is going to impact reports and will require rework so is not ideal.
