I uploaded a 300mb model from Power BI Desktop to Power BI Service and...
My Power BI Service has "shut down" since.
Going from the Office365 portal to Power BI Service lands me on a blank screen that loads on forever.
The funny part is that all of my models remain accessible through PowerQuery and Power BI Desktop.
There was a scheduled maintenance for Power BI in West US during October 21, 2018 13:00 (UTC) - October 21, 2018 13:30 (UTC).
Does your Power BI locates in West US? I would suggest you test again to see if you are able to access Power BI service now.

I believe I am on WestUS.But no, the MAJOR is still persisting. Trying to access my online PowerBI portal leads me to a blank/gray-ish page with nothing showing.Correction ony my initial statement: it doesn't load forever. It just shows nothing. A full empty page.
Please clear browser cache and access the URL https://app.powerbi.com and sign in with your account to see if it's still blank page.
