It seems like the 'test as role' functionality in Power BI service isn't working anymore.
It doesn't show any data.
Having the same issue, noticed this happening about mid-day yesterday 1.29.2019
Test as role 'web service' not functioning at all, hope this can get resolved quickly.

We are on the sames Power BI Service version as you are/
If I use 'test as role" for a user with limited access, I don't see any data.
However if I ask that user to show me his screen, he does see data.
I should have clarified this a little more. When testing a role that is function specific (this role viewing a specific region for example) then having the email/distribution groups assigned to that role I am able to view it without issue. Although, when testing a dynamic role level security situation (checking the user logged in) and then testing using their specific email address, this is the case where it is not functioning. Please let me know if you need more info/clarification as this might not have been the clearest way to explain what is happening.
