Subscription email shows tiles failing to load when not in Power BI

The subscription email is showing several report tiles as failing to load ("an unexpected error occured, see details" or "see details".  Following the link to the dashboard and the tiles are fine and have no issues.  My subsribers are looking at the email report to get a quick visual.  If the tile appears failed, they stop.

Hi @pludlow,

When you receive the email, have you went to the report to check if report visuals render fine in Power BI service? 

Does the subscribe sent during the time that the dataset is refreshing? 

When you click on the see details, is there any RequestID and cluster display? If it does, please share these two information with us.
