I created a sample report page with a slicer and 2 preview matrixes: one with row subtotals on, the other with them off. When selecting a filter value that is in a dimension that's not in the fact table, the slicer fails to filter the matrix with row subtotals off.
Here's a copy of the report with no value selected in the slicer.
When filtering on one of the values that occurs in the fact table, we get the expected behavior in both versions of the Matrix Preview
However, when filtering on a value that is not in the fact table, the preview matrix with row subtotals off doesn't refresh.
I would expect this slicer selection to remove all the rows in the first preview matrix.
The error occurs in the May version of Power BI desktop.
