Reports in PowerBI stuck in loading, Capacity Tenant setting also failing to load.

It did have a problem with stuck loading reports before, but it has been alleviated.
There are generally many factors that can affect the loading of reports, such as network fluctuations, the size of the data set contained in the report, the configuration of your own computer, etc.
For your problem, you can try to clear your browser cache and open it in the privacy window, does it work?
