Report Online does not match Report in Desktop

We have published the same report every week with no issues. However, we have published the report today and the report online does not match what we have in desktop.

Below is the error message we are seeing for one visual using the table visual. However that same column can be used as a slicer and all results appear:

The file is using a dataset published to the same workspace and has never had an issue before but we can not find out the route of the issue. 

 

The column above is static and has not been removed or altered in anyway.

Are you in a Premium workspace and have the RLS in your dataset?

 

If so, a similar issue has been reported internally.

 

Problem description: RLS role members fail to view the report from premium workspace but can view exact same report from both desktop and shared workspace

In the latest update of this ICM, this issue is known as a design change, here is the comment:

 

this is a design change, please refer to the public doc and guide customers

Thanks for your reply.

 

There is no RLS on the report at all but we are working in a Premium Workspace.
