Register application error. But I am 'application manager'. Which role is required for registering?

I want to embed report to my web application.

So I try to register application by Set up your Power BI embedding environment .

But I cant register application, error occured.

I am 'application manager'(in japanes "アプリケーション管理者") in Azure AD Role. Any other role is required for registring?

To register an application, you must be an admin in the Azure AD tenant or application registrations must be enabled for non-admin users. See: https://docs.microsoft.com/en-us/power-bi/developer/embedded/embedded-troubleshoot#app-registration
