Refresh scheduled time doesn't match the settings

I have to set my scheduled refresh 1 hour before I actually want it because the time it says it will refresh on the datasets and dataflows page doesnt match what I have set in the scheduled refresh settings. See below

These are settings in Power BI, not a report page
