Quick Insights is not taking into account aggregation type

I have a database with review results which only make sense on an aggregate level when "average" is used which I am exclusively doing in my report. Insights unfortunately doesn't take that into account and always returns sum insights that are completely useless in this context.

It looks like the issue happens in Power BI dashboards quick insights, right? 

I would suggest you create a support ticket to let engineers look into the issue on your side.
