Publishing reports to Power BI hangs

From Power BI Desktop, when attempting to publish the report (and dataset in my case), the "Publishing to Power BI" window spins and never finishes. It seems like does in fact publish but the window does not confirm. The dataset refresh setting cannot then be changed, like turning refresh on or off, or choosing a gateway.

May I know where does your Power BI tenant locate? 

If it locates in North Europe, it should be the same issue as listed in Support site: 

Please test again to see if the same issue still occurs.
