Published Text Box sizing and alignment differs from the desktop

When I use the TXT visual…

 

On the desktop the text is top aligned and fits nicely into the space provided.  Yet when I publish it, there is a dead zone at the top of the box and suddenly an elevator bar appears (which in this case isn’t needed).

Which browser are you using? I tried to create a same text box in Aug 2017 version of PBI Desktop, and published to PBI Service. They are all same in IE11, Chrome and Edge. Please refer to following screenshot. If possible, could you please share your PBIX file through online file service like OneDrive to me? So that I can have a try locally.
