Publish To Web Not Working for Premium Enabled Workspaces

I am unable to utilize 'Publish to Web' from any of our premium enabled workspaces.  I can pulish to web from my own personal workspace, but that's it.  I am an admin in the premium enabled workspaces that I am trying to publish to web from.

I was able to publish report to web from premium enabled workspace. Please check if your reports hit any limitation as mentioned here.
