Problems with displaying maps in reports and authorization in the desktop version

I have problems with displaying maps in reports and authorization in the desktop version inside the corporate network? We thought that the problem is in the organization's LAN proxy, but all the addresses are spelled out. In the web version, everything is working fine. Admin says these are consequences of Telegram IP-blocking in Russia.

https://dev.virtualearth.net/REST/V1/Locations
https://platform.bing.com/geo/spatial/v1/public/Geodata

Please contact your Office 365 admin and ask them to create a support ticket through O365 portal and share the number of the ticket here. Please include your tenant ID in the support ticket.
