PowerBI Government Pro account won't connect to data gateway or to OneDrive account

I have a government pro powerbi license. I'm trying to schedule auto-refresh for one of my reports. However, the PowerBI Service seems to be unable to connect to my onedrive account. When I try to Get Data and then choose OneDrive as my file location, nothing shows up. Furthermore, even though I've downloaded and signed into an On Premises Data Gateway, when I click "manage data gateways" in the PowerBI Service, I get a message that says "You don't have any data gateways." Please advise on how I can make auto-refresh work. Thank you.
