Power BI files not opening

For a few months now I am unable to open any Power BI files. I have installed the latest Power BI - Version: 2.95.983.0 64-bit (July 2021). I have can open the program and create a new file and save it. But when I close the file I am unable to open it again.  It says "either the file is encrypted or corrupted".

I have also ensured that the file was saved directly onto a hard drive location that is not syncing to One Drive as I belive this could cause the problem.

If I copy the files over to another computer with Power BI they can be opened.
