Power BI desktop does not regain windows focus properly

For some reason when I swtich to Power BI desktop either by taskbar or alt-tab, the window comes into focus, however it is not activated. When I click on the presented Power BI desktop screen, I'm in fact clicking on the underlying application. Restarting explorer service fixes the problem temporarily.

Actually sometimes the ribbon of power bi desktop can not be selected when you open power bi. But this issue is from time to time and I am not able to reproduce this issue and report to power bi team. So I would suggest you create a support ticket here to contact with product team directly.
