Power BI Service free users cannot acess to a report in a Premium per capacity workspace

Hi,

Our Power BI Service free users cannot access a report in a Premium per capacity workspace having access as Viewer in that workspace. 

Every time they try to access it a pop-up appears telling them to update to a Power BI Pro licence.

Since our organization has a Power BI Premium licence is this supposed to happen? Even a viewer user must have a Power BI Pro licence?

Since this is very disruptive and penalizing, please answer back ASAP.

You may check if the user has access to the underlying dataset to view the report.

Thank you for your answer. Yes, the user has access to the underlying dataset to view the report.

Unfortunately, this is what is happening with us: we have a Workspace where is associated with a Premium Capacity, and all users that have access to this workspace directly from app.powerbi.com, have to have the free license and they can NOT see all content into the workspace. Sincerely, I simply don't know what is the sense to oblige all users to have a Pro licence to simply see a report with a viewer role.
