The Power BI on-demand and scheduled refreshes are not working after 8.00 AM CET time for North Europe users.

I'm on a call with MS for the last 45 mins and they haven't yet admitted that the problem is at their end.
I managed to upload the dataset to a personal workspace (as a new dataset), perhaps the problem is limited to overwriting existing datasets in group workspaces?
