Possibility to retry a dataset refresh when scheduling enabled.

Sometimes the dataset refresh fails because of a 3rd party dependency.

Yet when retried everything works fine, e.g. when accessing APIs:

Web.Contents failed to get contents from 'https://www.parsehub.com/api/v2/projects/ <...>'

It would be nice to:

1. Have a possibility to retry a dataset refresh, when a failure occurs.
2. Specify an interval between retries.
