Numeric Range Slicer (Mar 2017) does not function right

I turned on the Preview for the numeric range slicer, then looked at one of my existing reports.  The slicer that was used as horizontal "buttons" to choose a year became a slicer, even if I turned "slider" to OFF.  I have had to turn off preview of this feature in order for the visualizations to work correctly.

I’m not very clear about your problem here. If you want the “Before” visual, you can just change the slicer type as below.

I have version "2.44.4675.521 64-bit (March 2017)" but I do not get any options in the slicer to change the type of slicer when the data type is a number.

Interestingly you have turn the header setting to on to see this option... (and then you can turn it off)
