Multiple Refresh Issue in PowerBI Service

The PowerBI service is auto-initiating refreshes.  This has also happened for Scheduled Refresh.  The refresh gets triggered, then once it completes, it runs again, continuously.  This is impacting my Azure Account billing significantly

The schedule refresh interval is not only dependant on the dataset size. It can be related to some other reasons like instant bandwidth in azure service bus. Does this issue often happens?

It just started happening recently.  It's an IMPORT dataset, and auto triggers even when just uploading/overwriting the existing dataset.  It runs 10-13 times automatically whenever any on demand refresh is initiated

I am having the same issue. It is not happening on all datasets. See image below.

This was happening for me about a year ago, and then seemed to just stop. Now it looks like it's happening again. I had a scheduled refresh fail this morning, so I clicked the refresh icon and it started up with no issues (previously failed after a minute). I've been monitoring the sql jobs on the server (data model uses a gateway) and usually the jobs complete after about 30 minutes. I checked after 40 minutes and all the sql jobs had ended, but the dataset refresh was not completing. I looked again at the sql jobs running (sp_WhoIsActive) and the PowerBI jobs had started up again. The dataset refresh is going on 3 hours now, and the sql jobs finally disappeared again.
