Matrix aggregates parent levels using child levels

I don't know if this is a bug or not, but it's very irritating.

Apparently, the Matrix visual will use the lowest level in a heirarchy for filtering, and will aggregate the child values into the parent.

So rather than data being processed at the parent level (when not drilled down), it will still calculate using children levels.

The expected outcome is that on 'SLA <90%', the region should not show as it actually has 94% SLA at it's level.

There may be some better options, but my immediate thought is that you could remove the lowest level from the hierarchy so that it filters based on the region only.  You could then use a drill-through or cross filtering to anorther chart to view the next level of detail if required.
