Maps seem off center

The default map widget seems to be off center and does not allow to completly zoom out. 
However, when I switch to third-party maps like ArcGIS maps, it works just fine.

Is there some bug going on or am I missing something?

Would you please clarify the "The default map widget seems to be off center and does not allow to completely zoom out. " with some screenshots and sample data? It would be better if you could share the sample pbix file with us. 

Based on my test, the map visual displays fine. Please test with our sample report on your side to see if the same issue occurs.
