Mapping Service in Desktop

I believe there is a bug in teh mapping service as described below.

Behaviour.

1. make sure there is no internet connection to your PC

2. add a map to Power BI

3. The map doesn't render - as expected.

4. connect to wifi or equivelant.

5. Map still doesn't render.

6. delete the map, add a new map. Map still doesn't render.

7. save PBIX file and close Power BI Desktop

8. Open the PBIX file - the map renders as expected.

I would expect that the map should render without having to restart desktop at step 6 at lest.

I got information that "Desktop doesn't have an "offline" mode, this scenario is not accounted for.".
