Lost the permission to reshare this report

We have a Workspace with 60 members and currently 3 reports. There is no RLS being used and each member is also added to the dataset's permission's list with Read,Share,Build access. As of yesterday, when they attempt to share any of the reports, they get an error stating: "Permission required  You seem to shave lost the permission to reshare this report. Please contact the report owner for details".  Owners are not having any issue, just members.

I got information below: 

"This is by design.

Since this is a read-only classic workspace, when the customer is in the context of this workspace, they are read-only members and hence they cannot share the content.

But since the workspace admin is also explicitly sharing the report and underlying dataset with this user, the user can access the report from their "Shared with me" page and then they can reshare this report."
