Legend background colour is dark blue in Power BI Service

Although legend background colour is the standard pale colour in the pbix file, when published to the Power BI Service, the legend background appears dark blue, so the user cannot see the legend content. This is happening in Chrome and Edge, with at least line charts, stacked bar charts, line and stacked column charts and scatter charts.
