June update Error: "We couldn't retrieve the data model for this report. Please try again later."

Opening PowerBI Desktop 64-bit on a Win 8.1 64-bit PC - ANY workbook OR No workbook results in the error: "We couldn't retrieve the data model for this report. Please try again later."

Error started with first June release 2.106.582.0, but also occurs on most recent release 2.106.883.0.
Going back to release 2.105.1143.0 and the error goes away.
June releases on Win 10 64-bit on same network do not have this error.

Tried changing these settings which still resulted in the error:

Security > authentication browser - ticked 'use my default web browser'
Preview Features > Power BI desktop infrastructure update - off (was on)
Preview Features > Web page connector infrastructure update - off (was on)
