Its a Bug in ARCGis Maps?

This error occurs when i log in with users, with admin dont seen to happen. I don know if this is happen because the access rule but i think this shouldn't happen. Please, i need some reply as fast as possible, in having problems with lot of users!

I find that same issue has already been reported internally to Power BI Team: CRI 31023240
