Can confirm that both in NZ and Australia users are impacted and not able to login in PowerBI.

Just an fyi, power bi mobile works fine. PBI on the web, no.

Looks like the site is back up but now getting permissions errors when trying to publish to a workspace (I am an administrator of the workspace)

The issue should be gone now, please test again on your side. 

@fish3101 Please go to Power BI service and find desired workspace, click on Get Data -> Files to publish report, check if the same issue occurs.
