Please open Query Editor, check if there is any cell displays error, or there is any column contains the value "2018-06-19 20:01:46.130 -04:00". If it is, please remove the error cell or value "2018-06-19 20:01:46.130 -04:00" then apply the change to see if the same issue occurs.

I discovered the issue. The PowerBI model was a direct query to a SQL view.

The SQL view was referencing another view, which was referencing a table.

In both views, the "AT TIME ZONE" clause was used on the date field. I removed the clause from the top view and the dataset now refreshes correctly.
