Getting an error accessing a Power BI app with an Azure AD guest account using Gmail provider

Getting the error below when trying to access a Power BI application with a Azure AD B2B user account using the gmail authenication provider.  The gmail account in question can access other Office 365 services (sharepoint, etc) and we are able to access the account with guest accounts using the Microsoft account authentication provider (@outlook,com, @live.com) .   Permissions are set up properly to the Power BI app.

Has the external user been assigned with pro license? Please also check the steps of sharing app with external users in doc below:
