Fix issue with DPI Scaling causing duplicate UI elements

Using Power BI Desktop 32 bit the Feburary and March update started causing UI issues like the Fields and visualizations bars being duplicated, one larger, one smaller. This happens when using Power BI Desktop on my secondary monitor, or if I try to use it over Remote Desktop. Also the page tabs listing is duplicated, and it happens in some of the popups like the "Power BI Visuals" (both marketplace and file).

Everything in the Power Query Editor seems to be OK, but Power BI Desktop is not really usable any more.

I am using Windows 8.1 Enterprise, up to date with most of Februarys updates including 2018-02 Monthly quality rollup (KB4074594).

My primary monitor is on a Lenovo T440s, 1920x1080 resolution

My secondary monitor is a Viewsonic VP2468, 1920x1080 resolution

Display settings are set to the default "Recommended size", one notch to the right of "Smaller" (2nd notch out of 4 available, see 3rd picture)

Here you can see 2 close X's in the power bi visuals from marketplace.
