Hello, 

I am using the Require single selection option on a page level filter in the Filters pane.

My issue is that the option for nothing (or all) to be selected still exists, which causes issues in the report logic.

If I require a single selection, I don't want to simply disable the ability to select multiple options, I want a single option to be required.

I did some googling and did not find a workaround or solution.

This is designed by default in power bi fornow. you could submit your feedback in here .

and as a workaround, I would suggest you use a slicer and then enable single select for it.

and you could also hide this slicer in the report in edit model as below:
