Filtering Data Makes Secondary Y-Axis Disappear on Column/Chart in Power BI Service

When I use some filter choices, the secondary y-axis disappears.  It looks like it is trying to use just one axis when possible.

This is not desired.

 

No filters: has 2 axis

I want my axes to remain independent.

In the Format section of the Visualizations pane, expand the Y axis card, turn Show secondary to On.

I went and did this when selecting my filters and it resolved this one case, but it looks like you would have to do this for all views which would seem to trigger the vizualization to default back to the single axis.  As you might imagine, this isn't exactly a scalable solution.  The chart should have just one formatting rule.  When secondary axis is turned on, it should always be on, regardless of which filters are selected.
