I'm using the June release of PBI Desktop. I don't see the filter buttons when in Power Query Editor mode. I've restarted PBI Desktop, restarted my computer, uninstalled and reinstalled PBI desktop but none of these resolved this issue.
Which data source do you get data from? Which connection mode do you use?

Any chance that you are using Internet Explorer 9 as your browser? If so, Power BI Desktop is no longer supporting IE9 (per System Requirements here) so this might be the source of the issue.
Can you try upgrading to IE10 or newer version and see if that solves the issue?
