Fill Map USA zipcode limit

I have a list of every US zip code (about 40,000) and an associated territory name. When I try to use the fill map to show all territories in the legend, it only plots the first territory. However, if I filter the visual and manually select one territory at a time, it's able to plot them on the map correctly. Is there a limit to the number of zip locations that can be displayed at once on the map? Can this please be fixed?

No sensitive data now, its just a list of territory names with every zip code. I changed the distribution and now it does show more than just one, but the same "limit problem" seems to exist because it doesnt show them all. After looking into the report, I find it's due to too many data points to load all data points. You can see there is a warning on the top right of the map, when you click on it, it displays:

You need to filter data until the warning message disappears, or replace the FSS Territory Name field in map visual as US States, then all legends and data points are displaying. See:
