Failed to load data sources.

I didn't change anything, but suddenly met this error for all reports under my team workspace. Does 403 error mean I don't have permissions?

I tried to upgrade my gateway, then tried to un-install and re-install my gateway. I met an new error that I can't create a gateway because of 403.

Service comes back now.

Glad to hear that. Product team identified that there was an update which caused this issue. PG team rolled back the update and the issue stands resolved now.
