We have this same issue with Pbix files. Issues started when Power BI latest version was installed last friday 26th of Feb. Version what we have is Version: 2.90.782.0 64-bit (February 2021)

SOLUTION FOUND:

It appeared the issue may have been a running a 32-bit PowerBI on a 64-bit system. After going through IT to update from the May 2020 version of PowerBI (32 bit) to the January 2021 version of PowerBI (64 bit), I was able to open the file.

Although now I am unable to upload PowerBI files to the reporting server, so that's a new issue!! 🙂
