Error refreshing data from Postgres for azure: Could not load file or assembly

Receive the following errors on both scheduled and on demand refresh: 

• Last refresh failed: Thu Aug 26 2021 11:47:12 GMT-0500 (Central Daylight Time)
  There was an error when processing the data in the dataset.Hide details

  Processing error:

  An error happened while reading data from the provider: 'Could not load file or assembly 'System.Runtime.CompilerServices.Unsafe, Version=4.0.4.1, Culture=neutral, PublicKeyToken=[removed]' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)' Your data source can't be refreshed because the credentials are invalid. Please update your credentials and try again.

Credentials have not changed recently, and have been re-checked and re-entered.
