Downloaded Pbix file from workspace missing visuals

I uploaded a report into a development workspace, workspace1, to share a report and work on its development. Once the report was completed the report was copied in PowerBi to another workspace, workspace2. After the report was running in workspace2 there content was deleted from workspace1 but the report in workspace2 is still using the dataset from workspace1. When I recently tried to download the pbix file from workspace1 the file contained none of the visuals, which seems as though it should be able to have them in the file.
